Child Deaths in Gaza: Scale, Methodology, and the Sniping Allegations
The Gaza Health Ministry reported roughly 18,000–19,000 children killed in Gaza by mid-2025; its named list through May 7, 2026 shows children under 18 as 29.7% of 72,835 records (about 21,600). The figure is disputed on methodological grounds. Separately, allegations emerged that IDF snipers deliberately targeted toddlers — a pattern asserted by activists and disputed by the IDF.
The Death Toll Figure
The Gaza Health Ministry — the only source for casualty data inside Gaza — reported approximately 19,000 children killed as of mid-2025. UNICEF and Save the Children cited this figure. The methodology has been disputed (see: Hamas Death Count entry — early figures included all-cause mortality). Independent epidemiologists have said the true conflict-related child death toll may be near or above the reported figure when indirect deaths from disease and malnutrition are included.
How Children Are Being Killed
Some reports indicate a significant proportion of child deaths involved small-arms fire rather than only aerial bombardment. This distinction matters: analysts note that small-arms deaths are more likely than airstrike deaths to involve individual targeting decisions by soldiers.
The Sniping Allegation
Social media posts and some media reports alleged that IDF snipers deliberately targeted toddlers and small children. The IDF denied this as a policy or pattern. Breaking the Silence testimonies from IDF veterans described "shoot on sight" orders in certain zones with loose rules of engagement — though these testimonies did not specifically describe orders to target children.
The most prominent testimony came from foreign medical staff: in a New York Times guest essay (October 9, 2024), U.S. trauma surgeon Feroze Sidhwa reported that 44 of 65 health workers who had served in Gaza said they had seen multiple cases of preteen children shot in the head or chest; the Times stood by the essay when critics alleged the images were fabricated. The allegation of deliberate sniper targeting of toddlers as a systematic practice was not independently verified by the time of this entry. The documented fact — that large numbers of children were killed by small-arms fire — does not in itself prove intent to target children; it is consistent with both deliberate targeting and with indiscriminate firing in civilian areas. The distinction matters legally and is the subject of ongoing investigation by the UN Commission of Inquiry.
