“UNRWA upholds the UN principle of neutrality”
Disputed. The UN's own investigators found nine UNRWA staff "may have been involved" in October 7, a Hamas commander in Lebanon was an UNRWA school principal and union head, and Israel showed a Hamas tunnel and server room beneath UNRWA's Gaza headquarters. An independent review led by Catherine Colonna found "robust" neutrality procedures but persistent problems, and said Israel had not provided evidence for its wider claims; the ICJ said the same in 2025.
What this rates: whether the body's claim to be impartial is supported by the record — not whether any particular ruling or report is right. The evidence on both sides is shown with sources. These bodies are cited elsewhere on this site as sources for what they ruled, found or alleged, not as proof that the underlying facts are true.
What UNRWA claims
UNRWA staff are UN personnel bound by the UN principle of neutrality, and the agency says it enforces it through staff rules, facility inspections and disciplinary action.
Evidence against the claim
- October 7. Israel accused 19 UNRWA staff of taking part. The UN's Office of Internal Oversight Services found in August 2024 that nine "may have been involved" and they were fired; for nine others the evidence was insufficient, and for one there was none. OIOS said it could not independently authenticate most of Israel's information.
- A Hamas commander on the payroll. Fateh Sharif, Hamas's leader in Lebanon, killed in an Israeli strike in September 2024, was an UNRWA school principal and head of its teachers' union. UNRWA had suspended him without pay in March 2024 over his political activities.
- Beneath the headquarters. In February 2024 the IDF showed journalists a Hamas tunnel and a server room beneath UNRWA's Gaza City headquarters, which it said drew power from the building. UNRWA said it left the compound on October 12, 2023 and "did not know what is under its headquarters"; Israel replied that it did.
- Persistent problems. The Colonna review (April 2024) found "neutrality-related issues persist," including staff posting political content on social media and problematic material in some textbooks.
Evidence supporting the claim
- The Colonna review found UNRWA has "robust" procedures for neutrality — more than comparable agencies — and that Israel had not provided evidence for its claim that a significant number of staff belong to terrorist groups.
- The UN acted on the oversight findings by firing the nine staff, and UNRWA suspended Sharif before his death was public.
- In October 2025 the ICJ (in a non-binding advisory opinion) found Israel had not substantiated its claims of Hamas infiltration of UNRWA. Israel rejected the opinion.
Rating: Disputed
Specific, serious breaches of neutrality are documented — including by the UN's own investigators — and journalists were shown a Hamas tunnel and server room beneath UNRWA's headquarters. Independent reviewers also found that Israel's broadest claims were not backed by evidence it provided. Both halves are on the record.
Scale and intent — side by side
October 7 (Hamas): about 770–840 civilians killed in one day. Intent to kill civilians is documented — in Hamas's written orders ("kill as many people as possible"), its fighters' own footage, and its leaders' statements.
Gaza (Israel): civilian deaths in the tens of thousands over two years (the civilian share is disputed, roughly 60% to 83%). Israel's stated aim is to destroy Hamas; warnings and large aid volumes are documented, and several incidents have been acknowledged by the IDF as errors. Intent to kill civilians is alleged, and has not been established by any court.
Both facts matter, and neither cancels the other. Every party's alleged crimes, on one scale: War Crimes Ledger.
