“Leaked IDF data shows 83% of Gaza's dead were civilians — about 5 civilians per combatant, the highest ratio of any war, higher than WWII”
The 83% figure is accurately quoted from a real investigation (+972 / Local Call / The Guardian, Aug 2025) of a leaked Israeli military intelligence database — but the IDF says the figures are incorrect, the database undercounts fighters by design, and other estimates range from roughly 1:1 to 2:1. No source of the civilian/combatant split is fully reliable; the sources are compared on this page. "Highest of any war" is wrong as stated (the researchers themselves name Rwanda, Srebrenica and Mariupol as higher since 1989), and "higher than WWII" is not in the source and compares unlike numbers. The opposite claim — that Gaza has the lowest ratio in urban-warfare history — rests on a misread statistic and is not established either.
Where this claim comes from
On August 21, 2025, +972 Magazine, Local Call and The Guardian reported that a classified Israeli military intelligence database listed about 8,900 Hamas and Islamic Jihad fighters as killed (7,330 "certain," 1,570 "probably dead") as of May 2025. Set against the Gaza Health Ministry's toll at the time (~53,000), that implies at least 83% civilians — about 5 civilians for every fighter (86% counting only "certain" deaths).
The finding spread widely — e.g. Drop Site News on X: "at least 83% of Palestinians killed in Gaza were civilians, according to a classified Israeli army intelligence database." In conversation it often grows into "the highest civilian-to-combatant ratio of any war — higher than World War II."
What is accurate
- The 83% figure is correctly quoted from a real, named, co-published investigation; the arithmetic (8,900 of ~53,000) is right. (+972 / Guardian; Al Jazeera)
- The IDF did not deny the database exists. It first said "comprehensive intelligence assessments were conducted," then said "the figures presented in the article are incorrect and do not reflect the data available in the IDF's systems," without saying which figures. (+972)
- By whole-war standards the share would be unusually high. Therese Pettersson of the Uppsala Conflict Data Program told the reporters such ratios appear in single battles but "very rarely" across a whole war; in UCDP data since 1989, only the Srebrenica and Rwanda genocides and the 2022 siege of Mariupol had higher civilian shares. (+972)
Why the figure is disputed
- The database undercounts fighters by design. It lists only named members of the military wings of Hamas and Islamic Jihad — not members of other armed groups, not fighters killed but never identified, not political operatives. The reporters' own sources said the true number of fighters killed is likely higher. (+972)
- The IDF rejects the figures, and Israeli officials have publicly claimed ratios of roughly 1:1 to 2:1, based on much higher counts of fighters killed (earlier IDF statements cited 12,000+ by 2024). Those counts are themselves unverified; the reporters' sources described some earlier army tallies as unreliable. (+972; Times of Israel)
- The denominator is uncertain. The Gaza Health Ministry (Hamas-run) count does not distinguish civilians from fighters, and analysts disagree on whether it over- or under-counts. A senior IDF official later said the army believes ~70,000 Gazans were killed but that the civilian-combatant breakdown is "unclear." (Times of Israel)
- Independent estimates differ. Academic estimates using other methods have put the civilian share around 61–68% (roughly 1.6–2 civilians per fighter) for the periods they studied — high by historical standards, but well below 83%. (IPS News; The EastAfrican citing Haaretz)
Bottom line: the true ratio is not known. Credible estimates span from about 1:1 (Israeli government) to about 5:1 (the leaked database), with independent academic estimates in between.
Comparing the sources: who counts what, and how reliable is it?
Two different questions get mixed up: how many people died, and how many of them were fighters. Sources that are fairly good at the first can be useless for the second.
| Source | What it says | Strengths | Problems | Reliability |
|---|---|---|---|---|
| Hamas Government Media Office | Headline totals; "~70% women and children" | — | Hamas propaganda arm; women-and-children claim never matched the ministry's own detailed records; analysts call its figures "entirely false" | Unreliable |
| Gaza Health Ministry daily headline total (Hamas-run) | ~74,000 dead (Oct 2026, as compiled by Tech for Palestine); no civilian/fighter split | Long track record of totals close to later independent counts in past wars | Hamas-controlled; never distinguishes fighters; at times relied on media reports and family web-form submissions; listed some natural deaths and some people who were not dead (admitted by its statistics chief in 2025); ~3,400 names quietly dropped; opaque revisions | Useful for scale only; not for civilian share |
| Gaza Health Ministry named list | 72,835 named dead with ID number, age, sex (through May 2026) | Individually identifiable and checkable; even critics call it "largely comprehensive"; age and sex data allow independent analysis (below) | Same ministry; no fighter flag; some errors (wrong ages/sexes found by critics); excludes unidentified bodies | Best available record of who died; weak on combatant status |
| Hamas officials on their own losses | ~6,000 fighters killed (Feb 2024, to Reuters) | An admission against interest at the time | Later denied; self-serving to minimize losses; never updated | Unreliable (low) |
| IDF public statements | 12,000+ fighters killed by Feb 2024; 17,000+ by late 2024; implied ratio ~1:1–1.5:1 | Has intelligence, drone footage, captured documents | Party to the war with an incentive to inflate; no names or method published; contradicted by its own leaked database; sources called some earlier tallies unreliable | Unverified; likely high |
| Leaked IDF intelligence database (+972 / Guardian) | ~8,900 named Hamas & PIJ fighters dead by May 2025 → ≥83% civilians | Internal, not for public relations; names-based | Only named members of two groups; excludes unidentified fighters and other factions; seen only as numbers; IDF calls figures incorrect | A floor for fighters killed, not a full count |
| Gaza Mortality Survey (Spagat / Shikaki, Lancet Global Health, 2026) | ~75,000 violent deaths in the first 15 months — more than the ministry reported | Peer-reviewed; independent of ministry records; household sampling | Wartime fieldwork; Palestinian survey organization; does not identify fighters | Credible for totals; silent on fighters |
| UN Human Rights Office verified sample | 8,119 verified deaths (first 6 months): 44% children | Triple-source verification | Only a subset (~8,000 of 34,000+ at the time); not designed to be representative of all deaths | Credible for what it covers; not representative of all deaths |
| Henry Jackson Society (Andrew Fox) | Ministry inflates women/children; ~17,000 fighters | Detailed error-finding in ministry lists | Fighter estimate relies on Israeli/US intelligence; advocacy-aligned think tank | Useful critique; estimate not independent |
Best-supported conclusions:
- Total deaths: tens of thousands — the named list (72,835 through May 2026) and the independent survey point the same way; the survey suggests the ministry undercounted violent deaths early in the war.
- "70% women and children": not supported. The ministry's own named list shows 47.6% women (18+) and children (under 18) combined. The AP found the ministry's identified share had already fallen to 54% by April 2024 while Hamas kept citing ~70%.
- Civilian share: not known. The defensible range runs from roughly 60–65% (if Israeli fighter counts are right) to 83%+ (if the leaked database's floor is close to the truth).
What the age and sex of the dead suggest
In a population where civilians die at random, men and women die in roughly equal numbers. On the ministry's named list, adult men aged 18–59 outnumber women of the same age by about 23,800 (34,896 to 11,128), and teenage boys aged 13–17 outnumber girls by about 2,900.
Not all of that excess is fighters — men and older boys are more exposed (outdoors, at aid sites, in search-and-rescue). But it gives a rough, transparent check: if every one of the ~26,600 "excess" males were a fighter, about 63% of the named dead would be civilians. Because some excess males were civilians, this method points to a civilian share somewhat above 63% — between Israel's public figures and the leaked database, and close to independent academic estimates (61–68%).
Analysis by Truth in a Haystack of the Gaza Health Ministry named list (72,835 records through May 7, 2026). Limits: the list excludes unidentified bodies, and fighters whose bodies were never recovered would not appear.
Children: young children vs. teenagers
"Children" in Gaza casualty counts means everyone under 18. That lumps together toddlers and 17-year-olds — and Hamas is documented to recruit and train teenagers (it runs military-style camps for children and teens, and the IDF has released footage it says shows a child being used to carry weapons). Separating the age groups matters.
From the ministry's own named list (through May 7, 2026):
| Age | Boys | Girls | Total | Share of all named dead | Boys per girl |
|---|---|---|---|---|---|
| 0–4 | 2,785 | 2,508 | 5,293 | 7.3% | 1.1 |
| 5–9 | 2,917 | 2,568 | 5,485 | 7.5% | 1.1 |
| 10–12 | 1,962 | 1,491 | 3,453 | 4.7% | 1.3 |
| 13–14 | 1,818 | 964 | 2,782 | 3.8% | 1.9 |
| 15–17 | 3,321 | 1,303 | 4,624 | 6.3% | 2.5 |
| All under 18 | 12,803 | 8,834 | 21,637 | 29.7% | 1.4 |
- Under 13: 14,231 (19.5% of the named dead). Boys and girls die at nearly the same rate — the pattern of civilians killed in homes and shelters. Whatever the overall ratio, these are not combatants.
- Ages 13–17: 7,406 (10.2%). The share of boys climbs steeply with age — 2.5 boys for every girl at 15–17, approaching the adult pattern (3.4 men per woman at 18–44). This is consistent with older boys being more exposed, including some who fought; the data cannot say how many.
- The headline "children" figure is real but often misread. About two-thirds of children killed were under 13; about one-third were teenagers, mostly boys.
- UN verified sample: of 8,119 deaths the UN verified for the first six months, 44% were children and the largest single age group was 5–9 — a higher child share than the full named list, which suggests the verified subset is not representative of all deaths.
Video: a child carrying a weapon for a militant
On September 27, 2026 the IDF released drone footage it says shows a young boy carrying a rifle into a civilian home in central Gaza, directed by an adult militant, and said it held fire because of the child. The footage is real IDF-released video; its date, location and the adult's role have not been independently verified, and Hamas denied the accusation. Hamas's military wing has publicly advertised weapons-training camps for children and teenagers in past years. (Ynet; Long War Journal)
"Higher than World War II"
- This comparison is not in the investigation. It was added in retelling.
- WWII's civilian share was itself very high: roughly 60–75% of all deaths depending on the estimate (e.g. the National WWII Museum's figures of about 45 million civilian deaths out of ~60 million) — including the Holocaust, famine and disease.
- 83% would be numerically higher than WWII's overall share, but the comparison mixes unlike things (a whole world war including genocide and famine vs. combat deaths in one territory), and 83% is the top of a disputed range. At the 61–68% independent estimates, Gaza would be comparable to, not higher than, WWII.
Rating for this part: Not established.
The opposite claim: "the lowest civilian-to-combatant ratio in the history of urban warfare"
This counter-claim is also widely shared. It usually combines two numbers:
- Gaza at ~1–1.5 civilians per combatant — based on IDF counts of fighters killed (e.g. John Spencer, West Point). These counts are unverified and are contradicted by the IDF's own leaked database.
- A "global urban-warfare average of 9 civilians per combatant" — this is a misreading. The underlying statistic (Action on Armed Violence, quoted by the UN Secretary-General and ICRC) is that ~90% of people killed or injured by explosive weapons in populated areas are civilians, compiled from media reports. It is not a civilian-to-combatant death ratio for wars.
Specific comparisons, such as the 2016–17 battle of Mosul (roughly 2.5 civilians per ISIS fighter), are legitimate data points. But "the lowest in history" depends entirely on accepting the IDF's fighter counts. Rating: Not established.
Ratings of the parts of this claim
- "Leaked IDF data shows 83% civilians" — Accurately quoted; figure disputed (single investigation of leaked data; IDF rejects it; database undercounts fighters by design).
- "About 5 civilians per combatant" — Disputed: estimates range from ~1:1 to ~5:1.
- "Highest ratio of any war" — False as stated: the cited researchers name Rwanda, Srebrenica and Mariupol as higher since 1989.
- "Higher than WWII" — Not established: not in the source; compares unlike figures.
- "70% of the dead are women and children" (often paired with this claim) — False: the ministry's own named list shows 47.6%.
- Opposite claim, "lowest in urban-warfare history" — Not established: relies on unverified IDF counts and a misread statistic.
Fact vs. opinion in this claim
Checkable: what the database lists, what different sources estimate, and how those compare with other wars.
Interpretation, not rated: whether the civilian toll shows genocidal intent, indiscriminate force, or the unavoidable cost of fighting an enemy that embeds in civilian areas. Those arguments are addressed on the genocide claim page; the numbers above are what each side draws on.
Scale and intent — side by side
October 7 (Hamas): about 770–840 civilians killed in one day. Intent to kill civilians is documented — in Hamas's written orders ("kill as many people as possible"), its fighters' own footage, and its leaders' statements.
Gaza (Israel): civilian deaths in the tens of thousands over two years (the civilian share is disputed, roughly 60% to 83%). Israel's stated aim is to destroy Hamas; warnings and large aid volumes are documented, and several incidents have been acknowledged by the IDF as errors. Intent to kill civilians is alleged, and has not been established by any court.
Both facts matter, and neither cancels the other. Every party's alleged crimes, on one scale: War Crimes Ledger.
